Civic Champions Leadership Development Programme for strengthening sub-national WASH systems: a reflection note

In this note, the WaterAid Cambodia team reflects on their experience of building the confidence and leadership skills of local government staff, to improve the delivery, planning, monitoring and budgeting of sanitation services in Kampong Chhnang Province. Government capacity and leadership at all levels is central to a strong water, sanitation and hygiene (WASH) system – essential to achieving lasting, universal access. The leadership programme has contributed to the highest increase in sanitation coverage of all 15 districts in Kampong Chhnang Province.
