These reports detail the results of our participatory life cycle costing assessments for water, sanitation and hygiene (WASH) services and behaviours in schools and healthcare facilities in Liquiçá and Manufahi municipalities in Timor-Leste.

In 2020, Manufahi developed a municipal strategy to set targets for achieving universal WASH by 2030, including in healthcare settings. To support the achievement of these targets, WaterAid Timor-Leste worked with municipal authorities to conduct a participatory exercise to determine the costs of providing WASH services in all 27 government-run healthcare facilities in the municipality.

The Liquiçá municipal government’s WASH strategy provides a roadmap to provide universal WASH services in homes and public institutions by 2030. In support of this strategy, WaterAid Timor-Leste did a life cycle costing calculation to determine the budget required to provide and sustain WASH services in every school in the municipality
